The UK government has confirmed that from 04.00 (GMT) on Monday 8 March, passengers aged 18 or over departing from England to travel internationally, must complete a form to declare their reasons for doing so.

Passengers may be asked to show this declaration form at their point of departure by the operator; although legally the operator is not required to deny boarding to passengers who have not fulfilled the requirement, some may still choose to do so.

Passengers could also be challenged by the police; a penalty of £200 will be imposed for anyone not having a form, in addition to the possibility of a second £200 fine for having left home for an illegal purpose.

The completed form can either be printed or saved to a mobile phone, or other device.

Passengers do not need to complete the form for travel from England to destinations within the UK, to Ireland, the Channel Islands or the Isle of Man. This form also does not need to be completed by passengers departing from Wales, Scotland or Northern Ireland at this time.

The form is expected to be required until the date on which the UK government permits international travel to resume, which currently is 17 May 2021.
